It seems strange that the rash is just on Finnigan's belly. But it is a pretty sensitive spot!
My first bet would be something you are washing her bedding with, or something you are using to clean floors/carpet or putting on the yard.
You could also try changing her diet to something like turkey instead of chicken to see if that helps. Like Mitch, I also like Vit. C and fish oil.

You can also make your own anti itch spray - just bring 16 ounces of purified water to a boil, remove from heat, toss in a handful of dried organic calendula petels. Cover and let steep till cool. Strain into a spray bottle. If you have theraputic grade essential oils, add lavender or geranium - both will help heal the skin. Keep in the fridge and spray several times a day on her tummy.

You can also make your own, non-toxic cleaners for your floors and laundry to see if that might be the problem.
